Progress Report for the month of January, 2014


1.     More than 80% construction work of the Information Plaza at Patto-Panaji has been completed. 30% work of Multilevel Car Parking Plaza has been completed, 50% work of upgradation/renovation of Tourism Jetty has been completed & 80% work of “Beautification of Bandodkar Statue” and Toilet Block at Calangute has been completed.


2.     Government has administratively approved and financially sanctioned for deposit of 25% of the compensation assessed to be paid to the interested parties for acquisition of land admeasuring 2680 sq. mts. (approx) under survey Nos.64/1(P), 65(P), 66/5(P) and 68/1(P)  at Velsao Village of Mormugao for providing basic facilities and road widening at Velsao Beach.


3.     Government has administratively approved and financially sanctioned for installation of High Mast Light at Shree Ganpati temple at Nerul in Saligao Constituency.


4.     The work of development, deployment, management and operation of Water Safety Patrol almost throughout the coastline with State of Art facilities in the coastal waters of the State of Goa on turn key basis is in operation through M/s Drishti Special Response Services Private Limited, Donapaula.


5.     Patrolling on the beaches is being carried out by the IRB Police personnel deployed on the beaches of Goa.


6.     In response to the tender floated for providing beach lifeguarding and safety services on the beaches of Goa, this Department has received altogether three bids. The technical and financial openings of the bids were done in the month of December 2013. M/s Drishti Special Response Services Pvt. Ltd. consortium emerged as lowest bidder scoring the highest marks among all three bidders. The file has been moved to the Government for decision in this regard.


7.     On 12/12/2013, the Tender Evaluation Cum Selection Committee meeting for Comprehensive Management of cleanliness on beaches of Goa was held wherein the financial bids of North & South Goa was opened in presence of the representatives of the respective bidders. After combining both the technical and financial scores obtained by each of the bidders M/s Bhumika Transport, Mumbai has secured the highest score of 49 marks for North Goa beach stretches, whereas M/s Ram Engineering, Mumbai has secured highest score of 49 for South Goa beach stretches.


Thus, the Tender Evaluation and Selection Committee recommended the selection of M/s Bhumika Transport (North) M/s Ram Engineering (South) for “Comprehensive Management of Cleanliness on beaches of Goa”, the same is submitted for Government approval.


8.   River Princess:On 11/12/2013 at 12.30 p.m. a meeting of the Monitoring Committee under the Chairmanship of Pr. Secretary (Tourism) was held in the Conference hall, Secretariat, Porvorim – Goa so as to discuss the various issues regarding the removal of the vessel of M.V. “River Princess”. In the said meeting, the following points were discussed:


i.   A detailed presentation was made by the representative of M/s Arihant Ship Breakers, Mumbai, on the methodology that will be adopted for removing the remaining debris of the shipwreck lying in the seabed, and the timeframe for completion of the work of M.V. “River Princess”.

ii.The matter regarding “hiring/leasing of landing space yard”, to unload the scarp material of the vessel M.V. “River Princess” was discussed and accordingly, the Monitoring Committee suggested that the financial bids submitted by M/s Samraat Marine Services, Vasco da Gama be opened and on 12th December, 2013 at 2.30 P.M. the financial bid of M/s Samraat Marine Services was opened in the chamber of Director of Tourism, Panaji-Goain presence of the Director of Tourism, Dy. Director (R), A.A.O attached to this Department & the representative of M/s Samraat Marine Services. The amount quoted by M/s Samraat Marine Services towards landing space yard for unloading the scrap material of the vessel M.V. “River Princess” is Rs.15,73,040/- per month. The same is submitted for government approval.


iii.           The Committee members were further informed that the contractor have submitted the Bank Guarantee of Rs.7.50 Crores & Rs.2.50 Crores valid upto 3rd March, 2014. The Technical & Commercial bids with General terms & conditions submitted byShri R. Singh, General Manager (SR & GES),Goa Shipyard Limited(GSL), Vasco  for undertaking the Monitoring work of the M.V. “River Princess”, was submitted for obtaining Administrative approval and Expenditure sanction.However, the approval for thesame is awaited.


9.   A letter was received from Captain of Ports Department informing that a Crude oil Tanker “M.T. Pratibha Bheema” belonging to M/s Pratibha Shipping Company Ltd., Mumbai is anchored 8 Nautical miles off Miramar into the sea upon which Show cause notice was issued by this Department under Section 5 and 6 of the Goa Tourist Places (Protection and Maintenance) Act, 2001 on 9/1/2014 and wherein the owner/occupier/lessee/of the vessel was directed to appear before the Director of Tourism on 21/1/2014 at 10.30 a.m. in order to present his/her say in the matter if any. The Captain of Ports was also requested to be present for the said hearing.


In response to the Show Cause Notice issued, a reply was received from Mr. V. Nayak representative of M/s Sidereal Agencies however, no representative of M/s Pratibha Shipping, Mumbai were present. Only the Official of Captain of Ports Department attended the said hearing. During the said meeting it was decided that one more opportunity may be given to M/s Pratibha Shipping and hence next date for hearing was fixed on 6/2/2014 at 11.00 a.m.


10.       Process of preparation of permission for deck-beds for the hoteliers and refund of shack fee of unsuccessful shack applicants is in progress. Action has been taken against illegal deck-beds placed at Anjuna. Inspection of illegal shacks and deckbeds on the beaches is in progress. Permission for 3 nos. of successful shack allottees has been issued at Palolem.


11. As part of promotion in domestic and international market, Goa Tourism Development Corporation Ltd. as Special Purpose Vehicle has participated in Travel Trade Fair, Bangalore; India International Travel Tourism Exhibition, Bandra, Mumbai; Indo-Japan Tourism Expo, Gurgaon, Delhi and ITM Bandra, Kurla Complex, Mumbai.
