Progress Report for the month of February, 2014


1.     More than 80% construction work of the Information Plaza at Patto-Panaji has been completed. Two floors of the building are ready in all respect. Our office is likely to be shifted in these two floors in March 2014.  30% work of Multilevel Car Parking Plaza has been completed, 50% work of upgradation/renovation of Tourism Jetty has been completed. The work of Baga Coastal Circuit development is in process.


2.     Government has administratively approved and financially sanctioned for installation of High Mast Light at Shree Chauranginath temple at Arpora in Calangute Constituency.


3.     Government has Administratively Approved the work of providing crash barriers from Netravallim to Verla road in tribal areas of Sanguem Taluka and replacement / repairs of façade illumination provided to Sao Jacinto Church at St. Jacinto Island.


4.     The work of development, deployment, management and operation of Water Safety Patrol almost throughout the coastline with State of Art facilities in the coastal waters of the State of Goa on turn key basis is in operation through M/s Drishti Special Response Services Private Limited, Donapaula. The proposal for extension of the current Water Safety Patrol contract upto 28/2/2014 has been processed for approval of the Government.


5.     Patrolling on the beaches is being carried out by the IRB Police personnel deployed on the beaches of Goa.


6.     In response to the tender floated for providing beach lifeguarding and safety services on the beaches of Goa, this Department received altogether three bids. The technical and financial openings of the bids were done in the month of December 2013. M/s Drishti Special Response Services Pvt. Ltd. consortium emerged as lowest bidder scoring the highest score among all three bidders. Tender Evaluation and Selection Committee recommended selection of M/s Drishti Special Response Services Pvt. Ltd. for the said work and same has been Administratively approved by the Government and obtaining Expenditure Sanction from Finance Department is in process.


7.     On 12/12/2013, the Tender Evaluation Cum Selection Committee meeting was held wherein the financial bids of North & South Goa was opened in presence of the representatives of the respective bidders.


After combining both the technical and financial scores     obtained by each of the bidders M/s Bhumika Transport, Mumbai has secured the highest score of 49 marks for North Goa beach stretches, whereas M/s Ram Engineering, Mumbai has secured highest score of 49 for South Goa beach stretches.


Thus, the Tender Evaluation and Selection Committee recommended the selection of M/s Bhumika Transport (North) M/s Ram Engineering (South) for “Comprehensive Management of Cleanliness on beaches of Goa”, the same is submitted for Government approval. The proposal for extension of existing beach cleaning contract upto 28/2/2014 is processed for approval of Government.


River Princess: After obtaining Administrative approval of State Government, a letter was issued on 28/01/2014 to M/s Goa Shipyard Limited (GSL), Vasco–Da–Gama requesting to mobilize the necessary equipments for monitoring and record keeping of scrap removal from wreckage of vessel “River Princess” however Expenditure sanction towards the payment of GSL for Monitoring and record keeping of scrap removal from wreckage of vessel River Princess is awaited.

Thereafter, after obtaining Administrative approval a letter is issued on 13/02/2014 to the contractor M/s Arihant Ship Breakers, Mumbai to mobilize the equipments and to start the process of cutting work/wreck removal.


Regarding “hiring/leasing of landing space yard”, to unload the scarp material of the vessel M.V. “River Princess” it was decided in the Monitoring Committee meeting held on 11.12.2013 that the payment towards rental of the yard belonging to M/s Samraat Marine Services, Vasco henceforth till removal is complete will be borne by the contractor and the same is agreed by Mr. Jain, Director, M/s Arihant Shipping Co. on the condition that the outstanding amount of the yard be cleared by Department of Tourism.

8.     M.T. Pratibha Bheema: As decided, the second hearing was held on 3/2/2014 wherein Shri Girish Nabar authorized representative of M/s Pratibha Shipping Company Ltd., Mumbai and Shri Vikram Nayak, local Logistical Manager/Shipping Agency of Pratibha Shipping Company Ltd., based in Goa appeared before the Director of Tourism. Captain of Ports was represented by Shri Octavio Rodrigues, Marine Engineer Ship Surveyor/Dy. PFSO and Shri Constantino D’Sa, Radio Officer for the same. During the said hearing written statement was recorded from the representatives of M/s Pratibha Shipping Company Ltd. Also, another hearing was scheduled on the next day i.e. on 4/2/2014. During the said hearing statement of Shri Girish Nabar was read out and comments were obtained from Capt. James Braganza. Accordingly, an Order under Goa Tourist Places (Protection & Maintenance), 2001 is issued on 11/02/2014 directing the Managing Director of M/s Pratibha Shipping Company Ltd., Mumbai or their authorized officials/representatives to abate or remove the nuisance within a period of 15 days from the receipt of the Order. Failure to do so, the object of nuisance shall stand forfeited and vested in the Government, which shall be disposed off as deemed fit.


9.     Refund of shack fees of unsuccessful shack applicants is in progress. Action has been taken against shack allottees at Murud, Camotimvaddo, Sauntavaddo, Khobravaddo and Morjim beach for violating the clauses of the shack policy 2013-16 i.e. playing of loud music, CCTV Camera and Hookah at late hours. Inspection of illegal shacks and deck-beds on the beaches is in progress. Further Department of Tourism has demolished 10 nos. of illegal readymade garments/toys stalls at Morjim beach. Also, inspection of hotels and tours and travel agency in private property has been carried out at Mandrem beach.


10.As part of promotion in domestic and international market, Goa Tourism Development Corporation Ltd. as Special Purpose Vehicle has participated in IITM, Kochi, SATTE, Mumbai, Surajkund Mela, Haryana, The Grape Escapade, Indian Travel Mart, Ahmadabad, ITM, Chandigarh and Road Show at Austria and Switzerland.
