Progress Report for the month of April, 2014

1.     More than 90% construction work of the Information Plaza at Patto-Panaji has been completed. 40% work of Multilevel Car Parking Plaza has been completed, 60% work of upgradation/renovation of Tourism Jetty has been completed. The work of Baga Coastal Circuit development is in process.

 
2.     Construction of Toilet Block at Collem has been completed.

 
3.     Installation of High Mast Lights at Bolshe Circle Gogol, Konkan Railway Junction, Holy Spirit Church Borda, Fatorda Junction in Salcete Taluka has been completed & High Mast Light at Kodli Tisk Dabal has been completed.

 
4.     The work of development, deployment, management and operation of Water Safety Patrol almost throughout the coastline with State of Art facilities in the coastal waters of the State of Goa on turn key basis is in operation through M/s Drishti Special Response Services Private Limited, Donapaula.

 
5.      IRB Police personnel deployed on the beaches of Goa have been withdrawn and are deputed to different places in Maharashtra for election duties.
 

6.     With regard to tender floated for providing beach lifeguarding and safety services on the beaches of Goa, M/s Drishti Special Response Services Pvt. Ltd. consortium has been selected as a preferred bidder by the Government for carrying out the said work. Draft Offer letter has been processed in the file for its approval.

 
7.     Beach Cleaning: Administrative Approval is obtained regarding selection of M/s Bhumika Transport led Consortium for the proposed work of “Comprehensive Management of Cleanliness on North Goa beaches stretches” for an amount of Rs.7,51,40,999/- p.a. and M/s Ram Engineering led Consortium for the proposed work  for “Comprehensive Management of Cleanliness on South Goa beach stretches” for an amount of  Rs.7,04,87,999/- p.a. and subsequently, the file is submitted for obtaining expenditure sanction of the Government.

 
The file is submitted for further extension of the existing beach cleaning contract for further two months i.e. upto 31/5/2014.

 
8.      River Princess: On 13/3/2014, a meeting was held between the Contractor M/s Arihant Ship Breakers, Goa Shipyard Ltd., Vasco & Dept. of Tourism, Government of Goa as the hydrostatic particulars were not available with the contractor. Thus first two unloadings of scrap by Transport Barge at Old Goa Yard, load cell readings on crane barges while lifting scrap from sea was taken into consideration while issuing delivery challan. In the said meeting, the Committee deliberated on the issue and decided to issue challan as per load cell reading and to tally it with weighbridge reading.

 
In the said meeting, GSL representatives brought to the notice of the Committee that there will be a difference in the readings at Load Cell at the actual site and the readings taken at the Weigh Bridge. The Weigh Bridge readings could be 30-35% lesser than the readings which are observed at the Load Cell at the site due to the fact that when the pieces of metal are lifted from the sea there is a lot of sand and other matter attached to the metal.  Therefore, the representative of M/s Goa Shipyard explained that it would be correct to take Weigh Bridge readings inorder to arrive at real value of scrap retrieved.

 
On 27/03/2014, second delivery challan was issued to the contractor M/s Arihant Ship Breakers for 734.5 tons and on 11/04/2014, the Department invoiced for 661.620 MT to the contractor   as per quantity of scrap dispatched from Old Goa w.e.f. 7.02.2014 to 31.3.2014. 

 
On26/03/2014 at 11.30 a.m., a meeting of the Monitoring Committee was held in the Conference hall of the Secretariat, Porvorim-Goa under the Chairmanship of Pr. Secretary (Tourism) to discuss various issues regarding the removal of the vessel of M.V. “River Princess”. However, minutes of the said meeting are awaited.


As the Notification granted by Superintendent of Customs, Office of the Commissioner of Central Excise & Customs, Panaji-Goa issued under Section 8 of Customs Act, 1962 declaring Chapora Port as a landing place for the purpose of ship breaking of the vessel M. V. “River Princess” was valid up to 31st March 2014, the Dy. Commissioner was requested to extend the validity of the permission till 31/05/2015 and further he was also requested to allow us to continue with the cutting work of the vessel till the formal extension of permission is received from, Central Board of Excise & Customs, Government of India, New Delhi. However, the same is awaited.


Thus, the contractor was directed  to stop the cutting work of the vessel at Candolim until permission is received from the Customs Department.
As the permanent Vat Registration obtained by the Department under section 18(3) of Goa Value Added Tax Act 2005  was valid upto 31/03/2014, the Commercial Tax Officer, Altinho is requested to renew the said Vat registration for two more year i.e. till 31/03/2016.

 
9.       M. T. Pratibha Bheema: An e-mail dated 14/3/2014 was received from the Dy. Sheriff enclosing an Order dated 11/3/2014 passed by the Hon’ble High Court of Bombay directing the Office of Sheriff, Mumbai to take steps to sale the vessel M. T. Pratibha Bheema and further he had directed this office not to take any steps/action in regard to the said vessel without obtaining prior permission/orders from the Hon’ble High Court of Bombay, since the said vessel is under arrest and the same was informed to the Captain of Ports.

 
Subsequently, particulars of the Terms and Conditions of sale of the said vessel were downloaded, wherein it was noted that the sale/auction of the said vessel was to be held on 4/4/2014 before the Hon’ble Admiralty Judge. Now, the matter has been referred to the Department of Captain of Ports.


10.      Inspection of huts, hotels and travel agency has been carried out. Survey of private shacks at Colva & Candolim has been conducted. Site inspection of shacks is in progress. Issuing of Show Cause Notice to the Government shack allottees for carrying out illegal activities, is in progress. Refund of shack fees of unsuccessful shack applicants is in progress.

 
11.       As part of promotion in domestic markets, Goa Tourism Development Corporation Ltd. as Special Purpose Vehicle has participated in India Travel Bazaar and also organized Goa International Tourism Mart.
