Progress Report for the month of July, 2015.
1.   The work of Calangute – Candolim Circuit is in progress. 95% work of Multilevel Car Parking Plaza has been completed. 95% work of upgradation/renovation of Tourism Jetty has been completed & river cruise is being operated in the completed portion of the Jetty. 70% work of Baga Coastal Circuit development is completed. The work of Calangute – Candolim Circuit is in progress. 25% work of construction of Institute of Hotel Management & Catering Technology is completed.K.P.M.G. Services Pvt. Ltd. consortiums with Tourism & Leisure, Spain have been appointed for the preparation of Tourism Master Plan & Tourism Policy of Goa and they have started to work on it.
2.   Government has administratively approved & financially sanctioned for the work of replacement/repairs of façade illumination of the temple of Shree Devi Sharvani Maharudra Panchayatan Saunsthan, Advalpal, Bicholim – Goa and shifting of 30 mtrs. High Mast Light at Regina martyrum church Assolna (Velim) to South Eastern end of Church Compound.
3.   The work of development, deployment, management and operation of Water Safety Patrol almost throughout the coastline with State of Art facilities in the coastal waters of the State of Goa on turn key basis is in operation through M/s Drishti Lifesaving Pvt. Ltd, Donapaula.
4.   Patrolling on the beaches is being carried out by the IRB Police personnel deployed on the beaches of Goa.
5.   Beach Cleaning:Work Order has been issued to M/s Bhumika Transport led Consortium and M/s Ram Engineering and Construction Company led consortium on the beaches of Goa” for North Goa and South Goa, respectively, w.e.f. 1/9/2014. Engineering led Consortium for carrying out the work of “Comprehensive Management of Cleanliness. i) Orders are issued to a batch of eight Information Assistantsof this Departmentto carry out weekly inspections of the beach stretches assigned to them from time to time.ii) Order is issued to all the Assistant Tourist Officers of the Department, to carry out weekly beach inspections. iii) Order is issued to Asstt. Directors to carry out beach inspections fortnightly.iv) Intensive daily inspections of beach stretches of North & South Goa are being carried out by the Officials vis-à-vis Information Assistant and Supervisor of this Department.
Department has formed two separate Departmental Committee of North and South Zone Office to have random inspections and observe the performance of Beach Cleaning Contractors of the concerned zone.
In order to ensure successful cleanliness of beach stretches of Goa a Whatsapp Group has been created by the beach cleaning contractors for immediate redressel of complaints if any. Two separate Departmental committees are constituted to ensure that complaints registered on the whatsapp are acted upon by the beach cleaning contractors positively within 12 hours.
6.   River Princess:
1.                                                                                                   As decided in the meeting of Monitoring Committee held on 27/04/2015, Department has sent letters to the India Institute of Technology (IIT), Mumbai, & National Institute of Hydrography (NIH), Vasco, seeking their assistance to carry out a study regarding high magnetic anomaly detected by the latest report of the NIO. Also, letter was issued to Biodiversity Board to carry out an Environmental implication/Cost Analysis and Social impact study of dredging/ sweeping operation in the sediment of seabed at the wreck site of M.V. “River Princess”. Subsequently, replies were received from IIT and NIH expressing their inability to carry out the study as requested. However, a report has been received from Biodiversity Board wherein they have mentioned that Board unanimously resolved and advised to avoid digging or excavation of sea bed to search for an object lying under sea bed (3-6mrts). Digging is simply not warranted as interfering with the present stable seabed can lead to widespread complications on a pre – wounded coast. Moreover, the said area falls under CRZ IV and there is no provision under CRZ 2011 for opening or dredging the sea floor.
3.                                                                                                   The above update was placed before the meeting of the Monitoring Committee held on 15/06/2015 & 16/06/2015; wherein the Director NIO suggested to the Committee to go for the third party monitoring/investigation of the area with regard to high magnetic anomaly and that NIO would suggest a third party agency.
7.   Beach Shacks:Collection of Commercial Service Tax on Shack fees has been completed.
8.   Single Window System
The Government has approved the Single Window System for according permission to the Tourism related Events in order to promote and facilitate the organization of such events within the State thereby providing a mechanism of the Single Window clearance facility within the Department of Tourism.
During this period 25/6/15 to 24/7/15 permissions have been given to 4 minor events and one major event and total revenue of Rs.1,14,000/- has been collected.
9.     As part of promotion in domestic market, Goa Tourism Development Corporation Ltd. as Special Purpose Vehicle has participated in IITM - Bangalore, IITM – Chennai and TTF - Hyderabad.
