Progress Report for the month of February, 2013

1. The Construction work of the Information Plaza at Patto –Panaji has been completed more than 60%. Instructions have been issued to the Contractor to complete atleast the  1st floor of the building so as to shift the office premises of the Department of Tourism by the end of May 2013 in the new building. The work of upgradation/construction of jetty at Patto is in progress.

2. Government has administratively approved 3 High Mast Light: being two in Velim Constituency and third one at Patto-Ribandar. Similarly, Government has administratively approved aesthetic façade illumination of Sai Mandir at Dadachi wadi.

3. The works of beautification of Bandodkar Statue and toilet complex at Calangute are in progress.

4. The work of development, deployment, management, and operation of a water safety patrol almost throughout the coastline with State of Art facilities in the coastal waters of the State of Goa on turn key basis is in operation through M/S DRISHTI SPECIAL RESPONSE SERVICES PRIVATE LIMITED, Dona Paula.                                                                     

5.  Patrolling on the beaches is being carried out by the IRB Police personnel deployed on the beaches of Goa.

6.  Since the beach cleaning contract was valid upto 31st July 2012, the Department extended the said contract for a further period of 3 months (i.e. upto 31st October 2012). After obtaining administrative approval the file was submitted to the Government for obtaining Expenditure sanction. Upon which the Finance Department proposed to further extend the contract of Beach cleaning till December 2012. Accordingly, the Department extended the said contract upto December 2012. The Department is in process of floating tenders for integrated scientific cleaning of Goan beaches with comprehensive garbage collection and disposal and hence the beach cleaning contractors are requested to carry out the beach cleaning activity till March 2013. Meanwhile, Government approval is also obtained for further extension of the said beach cleaning contract i.e. upto 31st March 2013.  

7.   “M. V. River Princess”:   
As schedule the meeting of the Monitoring Committee was    held on 10/12/2012 at 11.00 A.M., As decided in the meeting letters were sent to:

1.    Directorate General of Shipping, Mercantile Marine Department, Headland Sada, Vasco-Goa inorder to obtain the structural drawings of the vessel M.V. “River Princess” and the Chairman & Managing Director, Goa Shipyard, Ltd., Vasco –da- Gama inorder to avail the services from them for undertaking the task of estimating the debris tonnage which is lying in the sea bed and to monitor the whole process of the cutting work.

2.    However D.G. Shipping, Mercantile Marine Department Headland Sada, Vasco-Goa regretted, as they do not have the structural drawings in their office records, while the Addl. General Manager (SR & GES), Goa Shipyard Limited informed that they are involved in ship building and ship repairing activities and hence it do not possess any expertise in the salvaging and reclamation of wrecked vessels and thus requested the Department to appoint an specialized agency having expertise to complete the task of devising the correct methodology suited to the requirements of Candolim-Sinquerim beach stretch and also to obtain a comprehensive technical supervision for the entire process.

3.    Meanwhile another letter dated 28/01/2013 was received from Addl. General Manager (SR & GES), Goa Shipyard Limited informing that:
a) A suitable agency having expertise in the field of salvaging may be   appointed and a methodology can be devised jointly with GSL to remove the debris.
b) GSL would be pleased to undertake the monitoring of the task of removal of the debris from the sea bed.
c)The cost and other requirements can be worked out after the finalization of the methodology, scope of work, duration etc.


A Monitoring Committee meeting was fixed on 23/01/2013 at 10.30 A.M., however, the said meeting was cancelled. On 28/01/2013 a file was moved requesting the Under Secretary (Revenue II), Revenue Department to rescheduled the Monitoring Committee meeting for deliberation & taking the decision in the above matter.  


8.  This Department has allotted shacks on the beaches of North & South Goa. Issue of licenses for placing of deck-beds on the beaches of North and South Goa to the Hoteliers, unemployed youth, private shacks and Government shacks are in process.

9.  As part of promotional activities in domestic markets, Department has participated at IITE, Nagpur held from 25th to 27th January 2013, Holiday Expo Travel & Tourism Exhibition held from 25th to 27th January 2013 at Coimbatore, Tamil Nadu, India Travel Mart held from 2nd to 4th February 2013 at Chandigarh, Punjab.

10.   Department has organized Food and Cultural Festival at NIWS Ground, Caranzalem-Goa from 8th to 12th February 2013 and also organized Carnival Float Parade in 7 main cities viz. Panaji, Margao, Vasco, Ponda, Curchorem, Shiroda and Mapusa from 9th to 12th February 2013.

11. This Department has allotted NOC to put up 115 shacks & 102 Permission/Huts for North Goa and 151 shacks and 175 Huts for South Goa in Private Properties so far.

13. Quite a number of tourists domestic as well as foreign continued to visit the State during the month of February, 2013.

14. Government has administratively approved development of Tourism Art Park & Torda Lake in Porvorim constituency, High Mast Light at Joggers Park at Altinho and upgradation of illumination system at/alongside Baina beach.

15. More than 60% wok of the project Information Plaza at Patto –Panaji has been completed. The work of upgradation/construction of jetty at Patto is in progress.

16. 18. One year contract for Management of Parking lot area at Calangute has been awarded to Shri Paresh Bandekar, Calangute for a period from 16/01/2013 to 15/01/2014 for an amount of Rs.51,87,000/- per annum. Also, tender for Management of Parking lot at Mangueshi, Ponda-Goa has been invited.

20. “M. V. River Princess”:   
Meeting of the Monitoring Committee chaired by Pr. Secretary, Revenue was held on 10/12/2012 at 11.00 A.M. in the Conference Hall, Secretariat, Porvorim-Goa, regarding cutting and removal of M.V. River Princess.

After the complete study of the survey conducted by the Officials of NIO and after deliberate discussions the committee therefore decided as below:

1.  That the claim submitted by M/s New Horizon Survey (I) Pvt. Ltd is false, and is a breach of contract Agreement, and hence there was no question of making any interim payments to them.

2. That the report submitted by M/s New Horizon Surveys (I) Pvt. Ltd., Mumbai, is also incorrect.

3.  It was noted that there is a substantial portion of wreck debris of M. V. River Princess which remains underneath the sea floor and on the sea bed, as per NIO report.  The wreck debris of M. V. River Princess is  approx. 180 mts. in length and 40 mts. in breadth and unestimated whole mass is still lying on the sea bed which needs to be removed at the earliest. The committee therefore decided to direct M/s Arihant Ship Breakers to get the ship wreck instantly removed and to submit in detail the actual plan on the system of removal of the buried wreck below the sand in the sea bed before the Monitoring Committee within 12 days. The committee also insisted on proper Monitoring of the removal of the debris. It was decided that the Government should appoint an approved surveyor to monitor the whole process of the cutting work and the cost for the same should be borne by the contractor. It was decided to approach Goa Shipyard Limited or any suitable reputed agency for undertaking the task of estimating the debris tonnage and monitoring the work.

4.  The Committee decided that the Contractor should be asked renew the Bank Guarantee of Rs.10.00 Crores immediately.

5.  The committee also decided that it was important to verify the exact amount of wreck debris in tonnage which is still remaining on the sea bed and underneath the sea. For this the Committee deliberated upon the possibility of calculating/estimating the remaining portion of the wreck by obtaining the original construction plans of the vessel either from Director General of Shipping or elsewhere. The committee directed Director of Tourism to obtain the original construction plans of the ship for estimating the balance quantity of wreck debris of the ship.

6.  The members of the committee opined that M/s Arihant should be asked to submit justification for submitting a false claim to the Government. It was also decided to ask the M/s Arihant to come out with a plan of action and the time frame within which they would complete the balance work of complete removal of debris lying on the sea floor. The further course of action to be undertaken in this regard shall be decided in the next meeting of the Monitoring Committee.

7.  The Committee deliberated on the fair weather days calculated by the Department and felt that the same should be carefully evaluated and taken on record after considering the holistic picture and completion of the contract.
Subsequently, necessary direction has been given to the Contractor and also explanation on some of the points have been sought from the contractor, as was decided in the above said meeting.


21. This Department has allotted 237 shacks for North & 106 shacks for South Goa in Government Property and demarcation for North & South Goa has been done. Issue of shack permission to the successful shack allottees is in process.

22. This Department has also allotted 111 shacks  & 97 huts for North & 149 shacks & 171 huts   for South Goa in Private Property and demarcation for North & South Goa has been done. Issue of shack permission to the successful shack allottees is in process.

23. As part of promotional activities in domestic markets, Department has participated at Travel & Tourism Fair held from 11th to 13th January 2013 at Bangalore and SATTE 2013 held from 16th to 18th January 2013 at New Delhi.
