Progress Report for the month of April, 2013.

 

1.  More than 80% construction work of the Information Plaza at Patto –Panaji has been completed. Construction of additional two floors have been approved by the Government and approval of Town and Country Planning is awaited. The work of upgradation/construction of jetty at Patto is in progress. Baga Coastal Circuit work is in progress. Similarly, the work of toilet complex and beautification of Bandodkar Statue at Calangute is in progress.

 

2.  Administrative Approval of the Government has been obtained for illumination of Shree Nirakar Temple at Mashem, Loilem.

 

3.  The work of development, deployment, management, and operation of a water safety patrol almost throughout the coastline with State of Art facilities in the coastal waters of the State of Goa on turn key basis is in operation through M/S DRISHTI SPECIAL RESPONSE SERVICES PRIVATE LIMITED, Dona Paula.                                                                    

 

4.  Patrolling on the beaches is being carried out by the IRB Police personnel deployed on the beaches of Goa.

 

5.  The Department is in process of floating tenders for integrated scientific cleaning of Goan beaches with comprehensive garbage collection and disposal and hence the beach cleaning contractors are requested to carry out the beach cleaning activity till June 2013. Meanwhile, Government approval is also obtained for further extension of the said beach cleaning contract i.e. upto 30th June 2013. 

 

 

 

6.  “M. V. River Princess”:   

A meeting of the Monitoring Committee was held on 5/4/2013 at 3.30 p.m., and after detailed discussion and deliberations, the following points emerged in the said meeting:

i)   The contractor M/s Arihant Ship Breakers assured the committee that the conventional method will be used for under water cutting of the remaining wreck portion with the help of electro cutting equipments by the specialist divers. i.e. suction pumps for mud lifting with the help of vacuum agitators.

ii)  The said contractor informed the Committee that the Bank Guarantee will be renewed within 7 days on receipt of the Custom clearance certificate, as desired.

iii)  The Director of Tourism informed the committee members that the owner of the scrapyard M/s Samraat Marine Services, Vasco, has agreed to provide space (yard) at Baiguinim, Old Goa for unloading the scrap from Barges and cutting the same for final disposal and opportunity from other yards is also being explored.

iv)The Director of NIO opined that the Government should be briefed with the documented inventory of the wreck portions removed by the way of videography, photographs etc, so that Government is aware of the day-to-day progress of the work for which the Chairman of the Monitoring Committee opined that Tourism Department should appoint/depute an independent agency to monitor the work (24x7) during removal of River Princess wherein documented inventory and video photography of each event be provided to the Government.

v)  The Committee made it clear to the representatives of M/s Arihant that Government is firm on “No Cure No Pay” Agreement.

On direction of the Monitoring Committee meeting, the following is undertaken:

1.  As regard to provide space (yard) for unloading the scrap from Barges and cutting the same for final disposal, the Department is in process of floating tenders.

2.  As regard to the appointment of an independent agency to monitor the removal work of River Princess, Goa Shipyard Ltd (GSL) Vasco agreed to carry out the monitoring work of M.V. River Princess, however, GSL requested this Department to convey a joint meeting with the Director of Tourism and the contractor M/s Arihant Ship Breakers.  

 

7.    Refund of Security deposit is in process and site inspections are carried out as an when required.

 

8.    Department has Organized Shigmo float parade in 14 centres viz. Ponda-27.03.2013, Pernem-29.03.2013, Panaji-30.03.2013, Mapusa-31.03.2013, Vasco-01.04.2013, Bicholim-02.04.2013, Sanquelim-03.04.2013, Valpoi-04.04.2013, Curchorem-05-04-2013, Sanguem-06.04.2013, Margao-07.04.2013, Quepem-08.04.2013, Cuncolim-09.04.2013, Canacona-10.04.2013.

 

9.    This Department and GTDC organized Goa Heritage Festival 2013 from 18th to 21st April 2013 at Football Ground, Saligao, Bardez-Goa.
