Constitution of Single Window System for According Permission to Tourism related Events

The Government of Goa in its XXIV Cabinet Meeting of the Council of Ministers dated 28/11/2012 has approved Single Window System for According Permission to Tourism related Events.

Salient Features:-
(i) The Department of Tourism will be the Nodal Department to grant permissions to Tourism related events like Beach Weddings, Handicrafts and Night Bazaars, Music Festivals, Cultural Events and other tourism related festivals, exhibition and MICE events etc. the Department proposes to broadly classify the events into two categories.

 

(a) Major events will be defined as events which are of duration (actual event not including preparatory period) exceeding five days, or involve estimated attendance of persons in excess of 750 persons, or involve investments/organizational expenses in excess of Rupees 50 (fifty) lakhs.

 

(b) Minor events would comprise of all the events which are contained within the limits as are prescribed for major events.

 

(ii) Events such as music, shows, music festivals, concerts, night bazaars, crafts bazaars, beach weddings, tourism exhibitions, Meetings Incentives, Conventions and Exhibitions (MICE) tourism events which are organized in private or public lands outside licensed premises will come under the purview of this Single Window Permissions Committee.

 

(iii) In order to accord permission to minor events, it is proposed to constitute a Departmental Permissions Committee comprising of Director of Tourism, Dy. Director (Tourism) and one Asst. Director who shall be competent to issue necessary permissions to the organizers after payment of necessary fees and after fulfillment of necessary conditions/guidelines as may be prescribed by the Government from time to time. The Department shall issue guidelines/prescribe standards to be followed by the organizers in order to protect the image of the state and to promote events and exhibition in Goa.

 

(iv) In case of major tourism events it is proposed to constitute a State Level Permissions Committee as follows:

 

1. Secretary Tourism Chairman
2. Addl. Collector from concerned district where the event is proposed to be organized. Member
3. Suptd. Of Police from concerned district Or their representative (not below rank Of Dy. SP of Police) Member
4. Director of Fire Services or his representative  Member
5. President TTAG Member
6. SP Traffic or his representative Member
7. Director of Health Services of his representative Member
8. Director Tourism Member
9. Any other official/member as the Government may decide/nominate Secretary
 

(v) Each application shall be accompanied by a processing fee of Rs.5,000/- (Rupees five thousand) in case of minor event and Rs. 15,000/- (Rupees fifteen thousand) in case of major event. The Security Deposit and other fees payable on account of the event may be prescribed from time to time by the Government upon advice of the committee.

 

(vi) A meeting of the State Level Committee will be ordinarily convened within fifteen days of receipt of the application from the organizers and the matter will be placed before the committee for decision. The Committee can call for additional details if required. The Committee will not grant permission to any event which involve vulgarity, involve threat to national pride and security, peace and harmony etc. the Central ideas is to facilitate organization of tourism events in the state subject to the condition that the organizers follow all instructions and adhere to the safety guidelines and other parameters. The State Level Committee shall evolve its procedures/standards/forms and make recommendations to the State Government for decision.

 

(vii) The final decision of the State Level Committee will be submitted for approval to the Hon’ble Tourism Minister and Hon’ble Chief Minister.

 

(viii) Once the permission is accorded by the State Level Committee the concerned authorities shall accord permissions/NOC/licenses, upon payment of prescribed fees, within seven working days.
